One speaks of a paper war when, for example, one has to fill out countless forms for a simple permit or has to maintain a continuous correspondence with an authority.
Such a paper war is very time-consuming and can never be won - except by the authorities. Because authorities are bureaucratic and patient and never give up.

A nice example is the song "Einen Antrag auf Erteilung eines Antragsformulars" (Application for the issue of an application form) by the German songwriter Reinhard Mey. Here, there is no paper war yet because the application urgently needed for this is still missing....
The protagonist urgently needs an application for an application form without which he cannot submit his application. But the authority refers him from one official to the next, to other departments and buildings etc., but all to no avail. The protagonist is at his wits' end and throws himself desperately onto the file trolley of a passing office messenger. The office messenger is not at all surprised (obviously people visting this authority are often desperate) and explains to him that there are forms on the file trolley that he is now about to destroy because they are useless. And you guessed it: of course they are the applications for an application form.

The full name of the form in this song, by the way, is "Application for the issue of an application form to confirm the invalidity of the copy of the form, the endorsement of which comes from the reference authority for submission to the competent issuing office".
